# Closed Captions: Production Volume is Rising, and Quality is Now Being Evaluated

On June 29, the revised notice regarding broadcasting for viewers with disabilities was passed. Since then, I’ve heard the same concerns voiced repeatedly across the industry.

To meet the 80% mandatory quota per channel, production volume has increased while turn-around time remains tight. On top of that, quality evaluation has officially been introduced. The industry has already concluded that simply hiring more stenographers is not the answer.

## Revised Notice on Broadcasting for Viewers with Disabilities

Set to take effect in the second half of this year, three key changes will directly impact practical operations:

1. **Per-Channel Performance Calculation:** The quota calculation now applies individually to each channel operated by mandatory designated broadcasters (including terrestrial, comprehensive, news-specialized, and satellite TV). Previously, performance was evaluated based on the overall average across all operated channels. Now, every single channel must fulfill at least 80% of its mandatory assignment—creating a much higher burden for broadcasters managing multiple channels.
2. **Quality Included in Formal Review:** Matters related to quality improvement have been officially added to the review items of the Committee for Guaranteeing Viewing Rights of Viewers with Disabilities. The regulatory framework is shifting from merely tracking broadcast ratios to reviewing the actual quality of output.

### Heimdex's Closed Captions & Translation at KT AX Tech Connect 2026

Last July, Heimdex participated in **KT AX Tech Connect 2026**, held at the KT Umyeon R&D Center in Seocho, Seoul. Hosted by the AX Future Technology Institute, the event highlighted KT's major R&D achievements, including "Mi:dm K," multimodal AI, and hyper-AI networks.

Heimdex demonstrated real-time video search, face matching, and video descriptions with tri-lingual translation (Korean, English, and Japanese), leveraging KT's ultra-low-latency network. Dividing videos into individual scene units and generating textual descriptions requires heavy computational power. Running on KT's established network and computing infrastructure, visitors could observe processing times being significantly reduced in real time.

Heimdex exports files in various standard formats, including SMI and WebVTT. Instead of starting from a blank timeline, editors can open pre-segmented, text-populated files and jump straight into verification and review.

Non-verbal nuances—such as sound effects or atmospheric background music—still require human input, and final review remains in the hands of the operator. What gets drastically cut is the repetitive grunt work of typing and sync adjustment.

## Subtitle Creation Enables Scene-Level Archive Search

Generating closed captions requires segmenting videos by scene and identifying what happens in each frame and who is speaking. This metadata naturally transforms into a search index.

Once captions are processed for regulatory compliance, you gain the ability to query specific moments like *"scene with a blue truck passing by"* or *"segments featuring a specific person."* Footage previously categorized only by filename and broadcast date can now be retrieved down to individual scenes. This dramatically cuts down the time needed to locate archival clips when editing highlights or preparing re-cuts.

## Final Thoughts

For a long time, broadcasting for viewers with disabilities was managed primarily by quota metrics. Bringing quality into the official review framework signals that these standards can no longer be delayed.

A truly good caption is composed of thoughtful human language; technology cannot fully replace human editorial judgment. However, technology can free up the time operators used to spend on typing, allowing them to focus on selecting the precise, impactful words instead. Ultimately, higher quality directly benefits the viewers who rely on these captions every day.
